            During the 94-95 and 95-96 school year, workshops were held for school teams from SURR schools (Schools Under Registration and Review, identified because of declining achievement three years in a row). Concurrently, these teams also implemented the School Development Program – a school reform effort.   The schools listed below improved their achievement after implementing both the School Development Program and the Balanced Curriculum process.  Only schools that improved are listed: The schools not listed had little to no evidence of actual implementation.
